Under the GE Regulations, institutions must provide warnings for programs that could become ineligible for Title IV aid based on the next round of final D/E rates. Loss of eligibility results after receiving overall fail ratings in any 2 out of 3 consecutive award years for which rates are calculated or after receiving a combination of fail and zone ratings for 4 consecutive award years for which rates were calculated. Warning requirements are temporarily suspended for programs with an alternate earnings appeal under consideration. Following the first year of D/E rates, warnings are required for programs with an overall fail rating without a pending alternate earnings appeal. Following the withdrawal or rejection of a program’s appeal, the institution has 30 days to revise their GE disclosure template to include the warning language.
Pass: Annual debt-to-earnings rate is less than or equal to 8% OR the discretionary income debt-to-earnings rate is less than or equal to 20%.
Zone: Annual debt-to-earnings rate is greater than 8% but less than or equal to 20% OR discretionary income debt-to-earnings rate is greater than 20% but less than or equal to 30%.
Fail (warnings are required): Annual debt-to-earnings rate is greater than 12% AND discretionary income debt-to-earnings rate is greater than 30%.
